Spending on the family on ʿĀshūrāʾ (Part 2)

Summary of the treatise of Imam Ibn al-Qaṭṭān al-Fāsī al-Mālikī (d. 628/1231)

بسم الله الرحمن الرحیم

Last year, I wrote an article regarding the status of the narration which encourages increasing expenditure on the family on ʿĀshūrāʾ (10th Muḥarram). The various views of the scholars and ḥadīth experts regarding the authenticity of this narration were outlined in the article which is available on the following link: https://nawadir.org/2016/09/18/spending-on-the-family-on-ashura-10-muharram/. ʿUmrah from Tanʿīm is not an innovation

Question

I understand that whilst residing in the blessed city of Makkah, performing as many Ṭawāf is more virtuous than performing ʿUmrah. However, is it permissible to perform ʿUmrah if someone decides to do so? Many people visit Tanʿīm, also known as Masjid ʿĀʾishah, and put on Iḥrām from here for ʿUmrah. I have heard some people say this is an innovation and must be avoided. Please clarify the matter.
